Wade Fife 7e6e25df7a fpga: tools: Add -voptargs=+acc to ModelSim GUI ...

Add -voptargs=+acc to the default options when running vsim. This
option enables debug command access to objects in the design, which is
generally needed for debugging in the GUI.
